I. Further Strengthening Management of Used Vehicle Exports

(1) Strictly controlling the export of new vehicles under the guise of used vehicles. Effective January 1, 2026, for vehicles applying for export within 180 days (inclusive) of their registration date, local commerce authorities shall instruct enterprises to supplement their applications with an “After-Sales Service Confirmation Letter” issued by the vehicle manufacturer. This letter must include the destination country, vehicle details, and information on service network locations, bearing the manufacturer's official seal. Vehicles unable to provide this documentation shall not be granted export licenses. For vehicles that completed transfer registration for export prior to this notice's implementation date, enterprises shall be guided to fulfill contractual obligations and proceed with orderly exports.

(2) Standardizing Export License Application and Issuance. Local commerce authorities shall instruct enterprises to accurately and completely fill out export license application information. Details including vehicle brand, model, registration date, and transfer registration date for export must match the Motor Vehicle Registration Certificate. The registration date and transfer registration date for export shall be entered in the appendix of the export license. Export licenses shall not be issued for applications that fail to complete these required fields. The Ministry of Commerce will closely monitor the reporting of export license information and issue notifications to enterprises and relevant licensing authorities that repeatedly violate reporting requirements.

(3) Establish a dynamic management and exit mechanism for enterprises. Local commerce authorities shall strengthen the construction of local used vehicle export credit evaluation systems. They shall conduct daily supervision and dynamic management of enterprises against the Negative List of Dishonest Practices in Used Vehicle Exports (Attachment 1), standardizing business conduct and export competition order. Enterprises exhibiting dishonest conduct shall be promptly summoned for discussions. Enterprises with repeated dishonest conduct, failure to provide timely maintenance technical support and spare parts for exported vehicles, or failure to fulfill quality assurance obligations—or enterprises established by the legal representatives or affiliates of such enterprises to conduct used vehicle export business—shall be ordered to formulate and implement corrective measures for their prior dishonest conduct. When reviewing their export license applications, authorities shall comprehensively consider the implementation of corrective measures before deciding whether to grant the license.

II. Further Strengthening Compliance Review

(4) Strictly enforce licensing conditions for vehicles exported under modified vehicle status. Local commerce authorities shall guide modified vehicle export enterprises to accurately declare information including vehicle chassis brand, modified vehicle brand, and vehicle model, and submit proof of modification authenticity (Appendix 2). Export licenses shall not be issued for products that cannot prove the authenticity of modifications, are not listed in the Ministry of Industry and Information Technology's “Announcement of Road Motor Vehicle Manufacturers and Products,” or lack valid national compulsory product certification. Local authorities shall investigate the export status of locally based modified vehicle manufacturers and their modification production capacity relative to export volumes, promptly reporting relevant information to the Ministry of Commerce. The Ministry of Commerce, the Ministry of Industry and Information Technology, and the General Administration of Customs will closely monitor and promptly share any anomalies in all stages of modified vehicle exports, intensifying inspections and penalties.

III. Continuously Promote the Healthy Development of Used Vehicle Exports

(5) Enhance Enterprises' International Operational Capabilities. Local commerce authorities shall fully leverage various trade promotion platforms to support enterprises in diversifying their markets. Qualified enterprises should be encouraged to establish public exhibition and trading markets in key markets, expanding comprehensive services such as marketing and warehousing. A sound training system shall be established to guide enterprises in compliant business operations through policy briefings and experience sharing.

(6) Improve the Export Support System. Local commerce authorities should focus on long-term development by guiding export enterprises to collaborate with automobile manufacturers and overseas importers in providing after-sales services, ensuring the supply of repair parts and technical support. They should promote cooperation between export enterprises and supply chain partners such as logistics providers, financial institutions, and third-party warranty agencies. Authorities should explore the development of specialized trading markets for used vehicle exports, offering one-stop services including vehicle preparation, inspection, customs clearance, and logistics to support the healthy and sustainable growth of the used vehicle export industry.
